How to get Emigration Clearance for Nurses from India to Work Abroad

Some times I ask myself why I chose to be a nurse? Of course I do have an answer with me. I never knew what was in store for me , until I entered the field๐Ÿ˜‰. I was in a fantasy  world, thought of giving injections, medications and assisting procedures like surgery or delivery is the only job I do. But I was completely wrong, not only me - at least 90 % of the nurses around the world must had the same impression. I cant stop smiling, thinking how silly I was that time. Intended to share few things which will make you mad because of the profession you chose to be. I had started writing this post one year back but could not  publish (I must say I was lazy ๐Ÿ˜ž), and decided to do as one of my friends told me that the issue is getting worse in Kerala now a days.

Nursing Recruitment  Thorough NORKA Roots , ODEPC , Overseas Manpower Corporation Limited (OMCL) for Nurses

Nursing is India is the most 'put down' profession in every aspects like work load, long duty hours, stress and very low salary . Above all, the recruitment scams in India added an extra burden on us, by narrowing the foreign recruitment only through government agencies like NORKA and ODEPC in Kerala and through Overseas Manpower Corporation Limited (OMCL), in Chennai, Tamil Nadu. On top of that the government has issued an order which requires nurses to undergo an emigration clearance before taking up an overseas employment in 18 Emigration Check Required (ECR) countries. Some of the ECR countries include UAE, Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen and likewise. There are two more government agencies has opened, Uttar Pradesh Financial Coperation and Telangana Overseas Manpower Company.

After NORKA Roots and ODEPC has taken charge of immigration of nurses from India for overseas employment, nurses are facing great difficulties in getting immigration clearance to fly abroad . As very a few hospitals have registered with this agencies, the recruitment flow came down to a level where hardly  50 nurses going abroad in a month. Although you get a job in any of these  countries, it is difficult for you to get through the immigration clearance unless that hospital is registered with NORKA. Many of you are  familiar with the things that  to be done to get an immigration clearance, but there some asking around for it . As per my knowledge the following things you have to  do to get an emigration clearance from India , if you are nurse .

With the new development,  the Indian government has given permission to some private agencies/agents for the nursing recruitment, because countries like Saudi and Oman were not ready for  direct recruitment through the NORKA or  ODEPEC. Agents can register in e- migrate , once they are approved by the authority they can conduct recruitment  in India based on the terms and conditions.

Protector of Emigrants ( POE ) Clearance for Nurses

With Protector of Emigrants (POE), Kochi, and Trivandrum you can get a clearance certificate to pass through the airport. It used to take more than a month for the emigration clearance, as the jurisdiction of POE Kochi spans from Kollam to Kasaragod. As per the latest information from POE Trivandrum on 13/01/17, all the process can be done online. Before you apply for  the emigration clearance, make sure that your employer is registered in the e migrate system. Employer should enter the Job Id, job code, employment offer, so and so.  The candidate also can apply for an emigration clearance through online application, once the application is approved, the candidate will get an electronic emigration clearance, and an email confirmation stating the same. Here is the link:e migrate

The above scenario can bring you trouble . Though you are holding an offer letter, if your employer is  not registered in e migrate you will not be able to get an emigration clearance, if you are in India. In the gulf, especially in UAE, it is possible for you to find a job in a visit or tourist visa. But some of the well paying  hospitals there are there are not registered in e migrate. In that case, if you are already in gulf ,  it is better to take an exit to Oman or nearby country to convert your visa into employment visa.

For More details , on Emigraton Clearance for Nurses , you can contact

The stringent norms in India  have affected the career dream of  of nurses to work abroad .Nurses from other countries like Philippines and Nepal  are benefiting . It is high time Indian government come up with a simplified  process for a hassle free Emigration Clearance  System for the nurses in India.

Procedure to apply for MoH UAE exam for Nurses

In this blog some time back I had written about DHA exam registration, and here I am giving some clue about MOH exam registration. Compared to DHA exam MOH is less expensive and easy to proceed. The most difficult part is getting a date to attend exam, it takes such a long period if you are not lucky enough. Another important thing is you have to be in UAE to write this exam. Though people are telling that this can be done in India, it is still not possible to get a date here.

The Federal Department of Nursing (FDON) is a Ministry of Health (MOH) department responsible for regulating and providing guidance for nursing and midwifery practice within MOH facilities. The e-services section is a secure electronic portal that allows users to log in and conduct selected services when and where it is convenient for them. In addition, e-services users can update their continuous education records, apply for recruitment, evaluation, etc.

To do the registration online, a username and password is required. New users need to sign up to receive their username and password through the web site of Federal department of nursing ( nas.moh.gov.ae). Instructions on how to create a new account is given on the same page. It is better to enter the site through internet explorer as MOH payments are done only through this service.

The Department of Nursing(DON) E-Services allows users to log in and conduct the following services.

  • New registration
  • Renewal of registration
  • Verification of registration
  • Evaluation of MOH nurses
  • Direct recruitment
  • Updating continuous education records
  • Online payment

Application Procedure for MOH UAE exam

Steps includes:

  1. Log in - with your user name and password
  2. Update Profile
Here you have to enter your Name, Gender, D.O.B, Nationality, Education level, ID ( Passport) Details, Name of the emirate, and passport size photo. Then;
  • Click on new registration
  • Click on applicant with out MOH license
  • Click on license option- new registration by exam and follow the steps.
Step 1- check and update profile.
Step 2- Professional qualification
Step 3- License Details
Step 4- Languages
Step 5- Employment details

At the last section you have to upload all the necessary documents, which are,

  1. School leaving certificate
  2. Passport with valid visa status
  3. Degree/Diploma certificate
  4. Registration/ License with validity
  5. Mark lists for all years
  6. Last experience letter
  7. Proof of name change if any
  8. Additional documents if any

This is the end of the procedure and you will be directed to the page for choosing UAE MOH exam date, if you are lucky enough you can take a date, else wait for your turn by checking in between.

As of January 2015 all the Nursing Registration applications must fulfill the requirement of positive Primary Source Verification (PSV) via Data Flow.

The documents verification will be done by Data Flow after passing the required exam. Data Flow shall send you an e-mail with further information regarding your PSV documents submission within 2 working days.

GOOD LUCK :)

Hi I am sharing a comment from one of the blog readers, I think it will be a great help for you. Thank you RAKHI R KUMAR  for your wonderful note.:)

Hey friends...those who are going to appear  for MOH exam in UAE (specially nurses). When we check dates for the exam through online, it always shows that booking is full. There are some agents which help to take the exam date though its illegal in UAE. if you get the exam date study well and write because in moh website they are showing that 60 % marks only required to pass.but its not like that at least you should score 75%.You only have 3 chances for moh exam.exam required to work in dubai is DHA and for abudhabi is HAAD and for other emirates is MOH.one more thing that dont wait long for getting the exam date..it will create a gap in your work experience and if you have gap in work experience and if you pass MOH there wont be any use because you may not able to complete the data flow procedure after the exam. For the data flow procedure you require 2 years of work experience in bedded hospitals (not clinics)without any gap. MSC nursing graduates exempted from the exam but they have to complete the data flow procedure as mentioned above. For the data flow procedure it will take minimum 6 months. so after getting completed your data flow procedure and issued the moh license only u have to discontinue from the job so that there wont be any gap.so study well and write the exams well...don't get panic during exam.its 100 marks questions and they will give u 2 hours.its more than sufficient time to write the exam.Read the question well and answer the check box appropriately. don't leave any question unattended because there is no negative marking system and listen to the instructions they are giving before the exam. u should bring passport or emirates id,calculator, pen and one pencil and the copy of your payment from the website of moh. if you have any doubts just comment below and i will give you answer if i know...WISH YOU ALL THE BEST..STUDY WELL AND WRITE YOUR EXAM WELL...HOPE THIS INFORMATION IS HELPFUL TO ALL THOSE WHO WANNA KNOW THE DETAILS REGARDING THE MOH...THESE INFORMATION I SHARED IS FROM MY LIFE EXPERIENCE AND I ENQUIRED DIRECTLY TO MOH IN SHARJAH....THANK YOU

How to transfer your DHA Licence to HAAD

Transferring DHA Nursing licence into HAAD nursing Licence

U.A.E unified the license for doctors, nurses and other health-care professionals. Here after they  will not need to sit for exams again or send their papers for primary verification once they have already been certified as practitioners in Dubai or any another emirate. Their licence will be recognized throughout the U.A.E whether it is DHA/HAAD/ MOH.

This step is quite important before you start the procedure to convert DHA License to HAAD. First you have to be on a job with DHA License. Secondly, you should spend at least 6 months on the job to fulfill the requirements needed for the transfer. This will help you to transfer your license from one authority to another. You can transfer your DHA license to HAAD and MOH. The process to convert your DHA in to HAAD is given below.

Step 1. Get a Good Standing Certificate from DHA

To Change your licence, you need to request for a Good Standing Certificate from DHA, it will cost you 510/- AED and will take a maximum of 15 working days. If you wish to have the certificate in 2-3 working days then you should pay 1010/-AED  which can be paid through a credit card. Along with this you should get a data flow report from DHA, that you can find  under PSV section. In case if you can't access this section you can get the report by sending an e-mail to dha@dataflowgroup.com. Keep the PSV receipt for further process.

Step 2-  Create a Data flow Account in  HAAD

It is mandatory to create a data flow account in HAAD, so that you can fill up the application through online. Remember to upload all the necessary documents, you can follow the link to fill the application.

    Step 3- Payment

HADD will send you an e-mail from haadorders@dataflowgroup.com asking you to pay the fee. Since you already have the data flow  report from DHA, you don't need to pay again, you can send back your PSV receipt along with your data flow report through e-mail and wait for their confirmation.

    Step 4- Notification

notifications@haad.ae will send you a user name and password along with the link to HAAD website. Open your account and fill up and upload all the needed documents again. Either you can wait for their e-mail or you can check the status in your HAAD account. This is the end of your procedure and enjoy the good times.

Note: You can not transfer your DHA eligibility letter to HAAD. The license endorsement will take place provided the following documents are available: valid DHA license, valid good standing certificate (less than 6 months old), and complete dataflow report.
    * Please note that, to be illegible for HAAD exam exemption you should fulfill the professional qualification requirement and never have sat for HAAD exam.

Update: Recently one of my friend told me that, you are eligible to transfer your DHA license to HAAD even if you have Two failed attempts in HAAD but not three.
